Carolyn Hazeldine, named CEO of CCRI on July 16th, 2025, brings 32 years of progressively senior experience in both early childhood education and child care resource and referral. She has served as CCRI’s Chief Operating Officer since 2019 and prior to that led CCRI’s institutional advancement endeavors and an award-winning kindergarten transition initiative that scaled statewide. Notably, Hazeldine innovated and operationalized myriad strategies during the pandemic to meet unprecedented challenges and customer needs.
Prior to joining CCRI, she led public pre-K initiatives for Keansburg Public Schools where she scaled a public pre-kindergarten program that became a model for the state of New Jersey, coached and mentored teachers, supported children with special needs, and taught preschoolers in inclusive multi-age classrooms.
Child Care Resources Inc. has served as the administrator for Mecklenburg County’s child care subsidy programs since 1982 (administering more than $70+ million of child care subsidy funds this year under contract to the County) and is the grantee for Early Head Start – Child Care Partnerships in Mecklenburg and Burke Counties.

Ms. Hazeldine also serves as a leader of the NC Child Care Resource and Referral Council which manages and supports NC’s statewide system of 14 regional lead CCR&R agencies and 50 local CCR&R agencies. CCRI serves as regional lead CCR&R agency for Cabarrus, Mecklenburg, Rowan, Stanly and Union Counties in the central Carolinas.  As such, the agency is responsible for providing leadership to the establishment and delivery of all CC&R services throughout the region including consumer education and referral, training and professional development, targeted quality improvement technical assistance and consultation, public education, and data collection and trends analysis reporting. CCRI is also a sponsor of the federal Child and Adult Care Food Program for child care centers and homes.
