The Infant Toddler Quality Enhancement Project (ITQEP) was established to improve the quality and availability of infant/toddler care in North Carolina through forging collaborative partnerships with teachers and directors.

In 2004, North Carolina established the Statewide Infant Toddler Quality Enhancement Project (ITQEP) with funding from the NC Division of Child Development. The goal of the project is to improve the quality and availability of infant and toddler care in North Carolina by supporting Early Care and Education Centers through technical assistance/coaching and training. 
The project team includes Infant Toddler Specialists (ITS) housed in Regional Lead CCR&amp;R agencies throughout the state and a Project Management Team employed by Child Care Services Association (CCSA).
The ITQEP serves all 100 counties across the state, and Regional Infant Toddler Specialists provide leadership, technical assistance (TA/coaching), training and hands-on support for teachers and site administrators. The project is rigorously monitored to ensure consistency, equitability and quality of services delivered across the state, and its impact is evaluated by several measurable outcomes.

The Infant Toddler Quality Enhancement Project (ITQEP) team provides services statewide, including technical assistance and coaching for child care programs and other community consultants, and training specific to infant and toddler high quality practices.

The New Infant Toddler Teacher Orientation (NITTO) is a 6-week self-paced online course that is offered through DCDEE’s Moodle site, designed to support teachers and administrators who are new to infant and toddler classrooms.
Though the course was created for new educators, experienced infant/toddler teachers and administrators will benefit from the training content as well. Upon completion, participants will receive a certificate for 14 DCDEE-approved contact hours.

<li>Behavior Guidance</li>

The course objectives are:

<li>Learn about resources specific to child care in North Carolina.</li>
<li>Identify the effects that relationships have on brain development in the first three years of life.</li>
<li>Recognize the components that form age-appropriate infant/toddler routines.</li>
<li>Demonstrate an understanding of creating an age-appropriate environment for infants and toddlers.</li>
<li>Examine age-appropriate guidance strategies for infants and toddlers.</li>
<li>Use research-based information to explain the importance of an infant/toddler professional.</li>

The Infant Toddler Specialists provide hands-on individualized and tailored TA for teachers and administrators that includes:

<li>Providing support for developmental monitoring and screening through the <a href="https://agesandstages.com/about-asq/" target="_blank" rel="noopener">Ages and Stages Questionnaires (ASQ)</a> and the <a href="https://www.cdc.gov/ncbddd/actearly/index.html" target="_blank" rel="noopener">Centers for Disease Control and Prevention Learn the Signs Act Early </a>materials</li>

ITQEP Infant Toddler Specialists (ITS) provide training specific to infant and toddler care for teachers and administrators across the state. that focus on high quality infant toddler teaching practices, children’s individual development as described in NC Foundations for Early Learning and Development, and best practices related to supervising, hiring and recruitment of teaching staff. All ITS are fully trained to provide NC’s required ITS-SIDS training.
Course content is drawn from the <a href="https://www.pitc.org/" target="_blank" rel="noopener">Program for Infant Toddler Care</a>, <a href="https://www.zerotothree.org/" target="_blank" rel="noopener">Zero to Three</a>, <a href="https://www.pyramidmodel.org/" target="_blank" rel="noopener">The Pyramid Model</a> and other evidence-based sources.
